Excessive force

January 2025

Luann Will placed a nonemergency call to the Milwaukee Police Department (MPD), stating that her son, Joseph Walker, was psychotic, had guns in the house, and had threatened to kill her and himself. Seventeen MPD officers responded to the call.

Walker exited the residence and stood on his front porch, unarmed. Several officers allegedly fired their service weapons multiple times, striking Walker in the back. The officers then allegedly handcuffed Walker and arrested him.

Walker sued the city of Milwaukee and several of its officers, alleging excessive force and failure to intervene to stop the excessive force.

The jury awarded $2 million.
